The Netherlands Chamber of Commerce (KVK) collects financial statements from all companies in the Netherlands as part of their responsibility to operate the official national business register. This data collection is part of the national SBR programme, which uses XBRL and iXBRL to deliver high integrity data from companies and individuals to the Dutch government. New legislation means from January 1st 2026, PDFs are no longer acceptable as a filing format and all companies must submit digital reports using inline XBRL (iXBRL)

What is KVK reporting?

The SBR legislation contains regulatory compliance requirements for how an annual report must be prepared and presented. To comply, companies must prepare annual reports using inline XBRL (iXBRL).

iXBRL and XHTML are document formats, the same as Microsoft Word’s DOCX format or Adobe’s PDF. XHTML is the format used to display websites and, since iXBRL is built on top of XHTML, annual reports can be viewed in any web browser. iXBRL also includes computer-readable information in the form of iXBRL tags that identify and define the meaning of the tagged numbers or text.

Typically, as some point in the production of a company’s annual report, the document will be converted into the required format (XHTML or iXBRL). Then, if required, iXBRL tags will be added in a process known as “tagging”. When tags are added to a document, they can be viewed in an iXBRL viewer or read by computers to enhance analysis and automated uses of the data in the reports.

What is the required format for annual reports in the Netherlands? 

From 2026, the required format for annual reports submitted to the KVK is iXBRL. KVK chose this format because it allows for a single document to be understood by people and computers. Typically, the production of a company’s annual report will use Microsoft Word or Adobe InDesign to present the report as desired. Once the document is ready, specialist software, such as CoreFiling’s Seahorse, is used  to convert the document to iXBRL and add the computer readable tags.

What are the filing rules? 

SBR defines an XBRL taxonomy that describes which tags can be used in the report. The XBRL taxonomy can be thought of as a dictionary of line items and breakdowns. It is based on the International Financial Reporting Standards (IFRS) taxonomy produced by the International Accounting Standards Board (IASB). The KVK taxonomy can be viewed in the CoreFiling community taxonomy viewer. 

SBR also publish Regulatory Technical Standards (RTS) which give further rules on how the annual report should be designed. This includes rules such as mandatory items which must be reported. You should check that your annual report passes these rules prior to submission.
